The government is us and we are the government. The way we control our government is to build a team which is able to think, vote, act and proceed like a team.
We realize that we are small but we use the most advanced and perfect election system known. In electing 1000 members under the Sainte-Lague parliament seat distribution system, Hagenbach-Bischoff method, any name garnering 1/1001ths (or .0999%) of the total votes cast plus one vote, is elected in consecutive order. This guarantees a satisfaction level of 99.9% plus 1000 votes, and we’re eager to improve on that. However, there has been no improvement on this equation since the early 1900s.
So we use the most advanced system which enables every unit to be represented and every idea to be considered. I can point you and everyone in the direction of the voting, as I did in my previous post in my comment above.
Next year, on 1/1/2013, we’re launching the only mini-state parliament election planned (of 144 mini-states) – the “Nor Cal Mini-state Parliament Election of 2013″.
We still have the means to hold elections in the other 143 mini-states should we expand membership, but only Nor Cal (24 counties, ss11-1) and Central Cal (12 counties, ss11-6) have reached the threshold of 100 appointed members. We held the Central Cal mini-state parliament election in 2011 and those two mini-states (ss11-1 & ss11-6) alternate election cycles every four years (odd years only, for mini-states). National and super-state elections also alternate every four years on even years.
If we work as a team we can nominate and appoint more names.
We have eight volunteer vote counters and many are learning how to count our paper ballots, but it’s a slow process that’s very new to everyone.

The eballots are printed out on paper during the elections, and that way we compile one stack of paper ballots that can be easily reproduced.
I’ve been doing this 17 consecutive years, counting the paper ballots by hand every year, and it took me many years to fully understand. So I don’t expect you or anyone to suddenly understand this in five minutes. But it’s actually very simple:
Two #4s beats two #5s. Get it? When you count the ballots, each name gets “tics”, or numbers that add up when the ballots have been correctly marked. A #1 tic is a top ranking, and beats all other numbers. But two of any tic beats one #1 tic.
The difference this makes is that we become a pro-active force instead of disorganized reactionaries.
